If you have several clusters of route reflectors serving
different regions, they need to peer with one another
otherwise how will one part of your network know about the
other?
The assumption here is that route reflector sessions to
their clients are localized, and it does not make sense (or
scale) to have every router have an iBGP session to every
route reflector.
