[c-nsp] Sup720 Redundancy Problems

Hi All,
We purchased a refurbished WS-SUP720-3B for our infrastructure, we
already had one WS-SUO720-3B in the switch, We plugged it in and it
started booting in a loop with these messages:

Aug 16 15:54:08 MDT: %PFREDUN-SP-6-ACTIVE: Standby initializing for SSO mode
Aug 16 15:54:09 MDT: %SYS-SP-3-LOGGER_FLUSHED: System was paused for
00:00:00 to ensure console debugging output.
Aug 16 15:54:19 MDT: %PFINIT-SP-5-CONFIG_SYNC_NOT_SUPPORTED: Sync'ing
the (boot config) configuration to the standby Router is not supported.
Aug 16 15:54:20 MDT: %RF-SP-5-RF_RELOAD: Peer reload. Reason: RF
Progression failure
Aug 16 15:54:20 MDT: %OIR-SP-3-PWRCYCLE: Card in module 6, is being
power-cycled 'RF Progression failure'
Aug 16 15:54:21 MDT: %PFREDUN-SP-6-ACTIVE: Standby processor removed or
reloaded, changing to Simplex mode

We then tried the the new sup in a chassis by itself, it works fine and
we were passing traffic thru it and it was happy.

Has anyone run into this issue before?
