I manage 3 ASR-1002-F routers.  The first takes full routes, the second two
take partial routes.
  CEF: fib                  :   77796180/77854992   ( 99%) [1131]
  CEF: fib                  :    7097884/7109116    ( 99%) [216]
  CEF: fib                  :     814828/816284     ( 99%) [28]

So the 99% number doesn't appear to be meaningful, but I'd imagine the "in
use/allocated" numbers are probably accurate as this matches how we're
using these machines.
