[c-nsp] ios-xr asr9k ipv6IfAdminStatus does return next instance if it does not exist

Hi,
did anyone see something like this?

	$ snmpget -c public -v 2c asr9k-corerouter ipv6IfAdminStatus.77
	IPV6-MIB::ipv6IfAdminStatus.79 = INTEGER: up(1)

Asking for instance .77 and get .79.

If i do the very same on ifName for example

	$ snmpget -c public -v 2c asr9k-corerouter ifName.1
	IF-MIB::ifName.1 = No Such Instance currently exists at this OID

This broke our monitoring for ipv6 in a change tonight as we monitor
ipv6 admin/oper state (needs to oper up if admin up) because we
once got bitten by loops in DWDM cause infinity DAD duplicate addresses
and ipv6 beeing oper down.

So currently i dont have an entry for ipv6IfAdminStatus for this interface
(it does not have ipv6 enabled) but we get returned the next oid so
we monitor status of a completely unrelated interface.

This is IOS XR 4.3.2
