[c-nsp] DFC3C-XL refuses to operate in XL mode

Hi,
I am afraid this would not help. I am aware of two CFC modules on two linecards, but as you can see, all cards except RSP720 and one 6704 are powered down (manually).
Even if they would not be, the chassis should operate in 3CLX mode, not 3C. 3CXL is the lowest demoninator of DFC's in the chassis.
