[c-nsp] DFC3C-XL refuses to operate in XL mode

You cannot get an PFC3CXL mode when combining CFC and PFC sub-modules. The
PFC capability is per module, but the PFC mode is a chassis function.

For your specific hardware config, you will accomplish a PFC3CXL mode only
if you remove slots 3 and 5 or if you replace their sub-modules with
DFC3CXL.
