pause will normally cause head-of-line blocking on congested links because
it applies to all traffic on a link.  pfc will attempt priority based frame
delivery and can be less disruptive depending on traffic profile.  In other
words, pfc is a more granular form of pause and allow you to choose what
priorities are paused based on CoS.

The key in the Dell situation is that they're using mixed frames.  If you
have just iscsi traffic on a link, all of the same priority, then there
will be no practical difference between the two.
