[c-nsp] bvi stays up even when no pw's are up in bridge-domain - XR 4.1.2

Hi Aaron,

Are there any attachment circuits active in the bridge-domain? 
The BVI is supposed to stay up only if there is any active bridge port being it an AC or PW. 
And the line protocol is up when BD is up and the IP is not in conflict.
