[c-nsp] BGP funny in SXI

There are a couple of bugs.
Not sure of the bug ID but there is one that only happens if you have a shut down peer.
It causes a memory leak.

BTW: On our ASR 9000, RSP-4G boxes the IPv4 Internet never converges...

Not converged.
