[c-nsp] Affinity/Link coloring

What would be the best way to implement this in an exisiting network, with
minimal downtime? If tunnels are equiped with affinity values I guess they
won't come up if the interfaces are not configured, is it better to go
through all interfaces in the network and set the attribute values and then
modify all tunnels and hope no tunnels go down during the work?
