[c-nsp] 2 x "new" ME3600's, 1 fails to reach one PE only in VRF's

Try clearing the FIB and/or reloading the box and let me know what happens.

We've run into a number of FIB-related on our ME3600X's (but affecting
only the global table, and only IPv4). So it would be interesting to see
if you are seeing something similar.
