+1 for OpenNMS. Their commercial support is quite good (you have a very
short path to the guys who write the code). The new Meridian/Horizon
branding thing is a little confusing for long-time users IMO, but they do
at least lay out the differences here: http://www.opennms.com/meridian/

I've used OpenNMS for years (both commercially and personally), and while
it has its quirks and a learning curve, it rewards the time you invest in
it fairly well.
