This is my thinking.

Even though the ME3600X code base shares the same IOS revision numbering
as the rest of the other IOS- and IOS XE-based platforms, there is still
a great lack of feature and bug-fix parity between the ME3600X and the
rest of them. Not sure if it's because of the hardware on the ME3600X,
as the box has been around a decent amount of time now.

Having said all that, I have the explicit "allow-all" at the end of the
ACL. That should cover ND passing anyway, non?
