[c-nsp] Recommended software version for ASR1000

Hi Scott,

Smooth sailing here for the past 8 months on 03.13.00.S (taking a couple of full feeds), I’d bump it up to the latest Cisco suggested release 03.13.02.S level to stay up-to-date with the security patches.
