[c-nsp] Monitoring PoE usage

I have a Cisco 2960-48PST-L (running (15.0(2)SE6)) where we recently hit
some power limits while upgrading some Aruba access points.
I'd like to monitor this switch (and also a 3500 PoE switch) for power usage
by building a NAGIOS plugin.
What I don't understand is why the CLI reports 362.6 watts in use while the
standard SNMP OID reports just 113 watts in use.

Is it that the CLI reports what's been allocated (either 7000 or 15400 mw)
and standard SNMP MIB reports what's actually in use?
