[c-nsp] SITE-2-SITE GRE Tunnel Problem with 7600 in Core Network

Hi

Further testing reveal that GRE KEEPALIVE  Packet not receiving by CE1.
7604 Router receiving GRE packet but not sending back to CE1. If no
KEEPALIVE configure on Tunnel then it is working fine.
