This is not a license thing, but a "modular operating system thing" -
bumped into it myself, remember the puzzlement :-)

All the stuff that you want is on the disk as packages, but not all of
it is activated into the system - which is why the MPLS (and multicast)
commands are not there.


(this is for 4.2.x, but describes the general approach)

It's something along the lines of

 (router)# admin show install inactive
 (router)# admin install activate ?
  WORD                                         User specified package(s) to acti
  disk0:asr9k-9000v-nV-supp-4.3.4.sp6-1.0.0    Package to activate
  disk0:asr9k-adv-video-supp-4.3.4.sp6-1.0.0   Package to activate
  disk0:asr9k-base-4.3.4.CSCui94441-1.0.0      Package to activate
  disk0:asr9k-bng-px-4.3.4                     Package to activate
 (router)# admin install activate disk0:asr9k-mpls-px-4.3.4

wait, test, and if all is nice and fine

 (router)# admin install commit
