[c-nsp] 7600 67xx DOM support

The 10G blades (67xx) support it in 7600 code and 6500 code.
The following link indicates it works on the SFP blades but no idea

Transceiver monitoring is disabled for all interfaces.
If device is externally calibrated, only calibrated values are printed.
++ : high alarm, + : high warning, - : low warning, -- : low alarm.

mA: milliamperes, dBm: decibels (milliwatts).

there was a brief period around SXF4 to SXF11 or so where it worked on hw 3.0 cards. Other than that, it was disabled in software.
