I think what you are looking for is this:

You want to be able to change the subscriber shaping policies live on
the active sessions ("on-the-fly"). You could roll-your-own and use
RADIUS CoA but that would take quite a bit of scripting/development
effort. THis product you can buy a physical box from Cisco that sits
inline or run it as a VM on your own tin.
If your backhaul link is say 100Mbps and you have 10 users online each
with a line sync rate of 10Mbps, you can shape them all to 10Mbps.
When an 11th subscriber comes online you can then shape that new
subscriber to 9Mbps and update all existing subscribers to be shaped
to 9Mbps. This can be a parent policy, within that your child policy
can say "guarentee X Mbps/Kbps to the VoIP servers" for example.
