Upgrade to 03.16.03a.S to fix lots of bugs (3.16.4aS is out now too!).
Also QoS over LAGs when running BRAS is gennerally a bad feature set
for the ASR1000 series devices it seems. We hit too many bugs and have
multiple layer 3 links instead of bundled layer 2 links.
