[c-nsp] PVLAN Edge on 4500 Sup8E

Initially Sup7, but then we switched to Sup8.
I also had rewriting needs that I had to abandon because of the PVLANs.

It clearly is not a metro box, and to use it as metro/access node, you
have to dance around a lot of limitations, if you also care about access security.
