[c-nsp] ASR1006 ESP20 SIP10 LAG/LaCP Limitations

Looks like it's a limit of 3.7, however Denali 16.3.1 notes appear to
increase this to 16.

However of course, it appears 16.3 doesn't support my SIP10 cards, does
anyone know if this is the case in 16.5 everest?
