[c-nsp] Cisco 6509 / WS-CAC-6000W OUTPUT FAIL

Late to the thread, but some of the chassis models (non-E, perhaps) have 
a backplane power limitation from the B supply IIRC, and it was 
somewhere in the 4kw range.
