[c-nsp] 6509 SUP720 ROMMON upgrade troubles

You might check the little CMOS battery on the left side of the MSFC3. I've
run into NVRAM corruption issues that generally revolve around that battery
being low/dead. It's definitely replaceable, I've done that a couple times
already.
