Sounds like a USB serial port driver issue. Serial port drivers are not standard.
Windows 10 started shipping some of the most popular ones, as did Linux.
You probably loaded the one for the chip you are using on your Mac.
Cisco has a usbconsole driver package for the ASR 920 at
https://software.cisco.com/download/home/286037604/type/282855122/release/3.13
(I don't seem to have any ASR920 on my account to see what is inside it).
It probably is some other device, possibly with different PCI and device IDs.
In the early days of USB serial, we sometimes had to edit the driver
for what PCI/device IDs they expect, so the driver could bind to this
enumerated device and everything was happy.
Perhaps that package includes all you need.
