[c-nsp] Nexus 3100 netconf feature missing

Hi, I'm testing out some Nexus 3172TQ's with the latest NXOS 9.3.8
compacted image running on them, and running into an issue where the
'netconf' feature is missing. Based on the Nexus docs

seems like the feature should be available, but it looks like the mtx-*
RPMs are missing from the 3100 image. Has anyone else had luck getting
Netconf working on the Nexus 3100's?

netconf                1          disabled

switch(config)# feature netconf
% Invalid command at '^' marker.

switch# show install packages | i mtx
switch#
