[c-nsp] asr1001-x : dynamic qos on virtual-template

Hi 

We set  a parent class with the shape average of the line ( assuming you know the speed)
 
policy-map 4M32k-parent
 class class-default
  shape average 4000000
    service-policy 4M32k

And then use priority for a voice queue

policy-map 4M32k
 class VoIP-RTP
  priority 32
 class class-default
  bandwidth remaining ratio 1

Note that bandwidth remaining ratio may not do what you think.
It is a way to divide the remaining bandwidth between subscribers.
So a sub with  bandwidth remaining ratio 2 gets double the allocated bandwidth of a sub with bandwidth remaining ratio  1  in case of interface congestion
