[cisco-voip] which do I choose

I had a similar case that was exhibiting the same issues. They could
loop the smartjack, not the gateway. Phones worked fine, had a few
dropped calls here and there(very few). I monitored that there was a
error being generated on the gatway that stated the d-channel was
bouncing. After much hasseling with the provider(all there remote
tests were passing) we got them onsite to test, and it ended up being
a bad smartjack. Has been fine since.
