[cisco-voip] Attendant console cannot have line state enabled

Although i have done everthing said in the manuals, i can't get line state for the lines that the phone
has configured on it.
I can see the directory users with their line state correctly (so TCD is running) but i cannot make calls through the phone that console uses.
There is name resolving.
