[cisco-voip] Attendant console cannot have line state enabled

Two questions - 
 
1.  Do you have the AC user created, and this phone placed under the
"AC" user's control?
2.  Do you have shared lines, or multiple copies of the same line on the
phone?
 
Either of those situations will prevent AC call control.

Although i have done everthing said in the manuals, i can't get line
state for the lines that the phone
has configured on it.
I can see the directory users with their line state correctly (so TCD is
running) but i cannot make calls through the phone that console uses.
There is name resolving.
