[cisco-voip] IP phone can not register to CCM

Make sure the tftp server the phone is getting from DHCP actually has
the tftp service running. If this is correct, try bouncing the tftp
service.
If you turn on tftp traces you should be able to see the phone request
the sepdefault.cnf file first, then the sep<macaddr>.cnf.xml file
afterwards.
