According to the link you provided, this is simply a replacement handset for
a Cisco IP phone with a Push to talk button.

 

I do not see any claims or references to encryption. The push to talk button
is used in some government applications so that you cannot eaves drop on a
full conversation. It only transmits your end of the conversation if you
press the PTT button, you could call this a security feature, but it has
nothing to do with encryption.

It claims it's part of an encryption package that encrypts communications
over Call Manager. I tried asking the vendor, but they had little to offer.
