[cisco-voip] IPCC Express CTI numbering practice

I use the DID for the Route Point and I just use an unused area for CTI
Ports.
For instance if my DIDs were 3xxx then I would use a range like 6xxx.
I have no idea if this is best practice, but it's what I've done.

I have played around with a few different numbering schemes and was just
