[cisco-voip] Internal 500 error

I just loaded 2000.6.sr4 and now my Pub is coming up asking for username
and password then gives me an internal server error 500.  What's wrong?
The event log shows:

 The server failed to load application '/LM/W3SVC/1/Root/CCMAdmin'.

The server {A05E22B9-07B6-40F9-82BC-78118127B88E} did not register with
DCOM within the required timeout.
