I fixed the fax portion of the problem described below by following the
instructions in this document on Cisco's web site:

Does anyone have any recommendation on making modems work better through
an FXS port?

Hi folks,
We recently installed a CCM+Unity system. It works great in just about
every respect. We also put a 4fxs/did card in the 2651xm for analog
applications, namely modem and fax. While I can make and receive calls
using an analog phone over these lines, data transmissions receive lots
of CRC errors and faxes get only partially transmitted.
I know enough about this system to manage CCM and Unity using the web
interfaces, and I know enough IOS to bring up simple t1 links for data.
This IPT stuff is all new for me. I would really appreciate some help
in diagnosing this issue. I can provide whatever information you all
might need to help.
It seems like I might need some additional configuration here:
voice-port 1/0/0
!
voice-port 1/0/1
!
voice-port 1/0/2
!
voice-port 1/0/3
!
These, I believe, are the 4 ports from the 4fxs/did. They're all fax
and data.
