[cisco-voip] Deploying services via BAT?

What would everyone think is the best way to deploy a new Service to all
phones?
 
Could/should I use BAT to do this?
 
Is there a way to group users (ie, lunch menus per school, announcements
only to admin phones at the Central Office, etc)
