[cisco-voip] international dialing

I'm trying to dial a London number but failing. Debug shows:
Bearer Capability i = 0x8090A2
Standard = CCITT
Transer Capability = Speech
Transfer Mode = Circuit
Transfer Rate = 64 kbit/s
Channel ID i = 0xA98395
Exclusive, Channel 21
Calling Party Number i = 0x2181, '8055685555

Cause i = 0xC284 - Vacant code or prefix digit not dialed
Anyone know what 'Vacant code or prefix digit not dialed' means? I'm
guessing that 'vacant code' means the number doesn't exist, yet i'm able
to get through using the same number on my cell phone. any help would
be appreciated.
