[cisco-voip] international dialing

How are you tagging your calls International? I had a similar problem
and had to setup a translation rule to tag the outgoing calls
International......(Depends on the carrier tho)

I'm trying to dial a London number but failing.  Debug shows:

        Cause i = 0xC284 - Vacant code or prefix digit not dialed


Anyone know what 'Vacant code or prefix digit not dialed' means?  I'm
guessing that 'vacant code' means the number doesn't exist, yet i'm able
to get through using the same number on my cell phone.  any help would
be appreciated.

(the numbers have been changed to protect the innocent)
