The .tlv file is the CTL certificate for authentication & encryption in new
CM versions.

Anyone see IP Phones reboot and do TFTP request for a
TLV file? While troubleshooting a firmware
upgrade/TFTP issue I noticed TFTP traces had file not
found with filename being SEPxxxxxxxx.TLV .
These were 7940/7960s on 6.03 or 6.05 that we were
trying to get 7.1(2) on.
