[cisco-voip] 911 Calls

I have a remote site with a 1760 router and two (2)  fxo cards in it
that randomly decides to call 911. As far as I can tell, nothing ever
goes off hook but this problem started after this system was installed.
There are two other sites with exactly the same setup, but different
local telco, and don't have one problem.

I have no idea as to where to start looking.  Any ideas would be
appreciated.
