Sounds like you have CSA running.  Try disabling it before running 
ccmpwdchanger.

Ack, sorry in ADUC you put the unencrypted password just as you would 
set it
for any normal AD user.  CCMPwdChanger is the utility I was
thinking of.  Passwordutils is only for pre-4.x systems.   In 4.x we
use a different method of encrypting ldap passwords.
