SRST - prevent 7940s from registeringuse a different device pool for your
7940's that does not provide an SRST reference or disable SRST for those
phones.

I would like to prevent 7940s from registering with the ISR in SRST mode and
allow only 7960s and ATAs to register.

The #max-ephone – command cannot differentiate between phone types.
