[cisco-voip] Upgrade 402 to 413 fails: CPQNicMgmt / SNMP - error

hi
I tried to upgrade from an new 402 server to 413. the publisher succeeded
with no problems but the subscriber failed while applying 413-sr1 patch.
the message I got in the logfile looked like this:

SNMP - stopping.
CqMgHost - stopping dependant service.
CqMgStor - stopping dependant service.
CqMgServ - stopping dependant service.
CPQNicMgmt - stopping dependant service.
SNMP - error stopping service:4

does anybody have a clue where to primarily start my search to resolve my
problems?
any hints or ideas are appreciated.
