[cisco-voip] CCM Service Activation

Hi Brian,

Sounds like there is some communications issue between the pub and one 
or more subs.  Here are a few things to look at initially.

- Verify that each server has proper hosts and lmhosts files
- Do you receive any errors in the application event log, on any of the 
servers, when you receive this failure?
- Have you tried restarting IIS on the servers?
- What version of CCM do you have?
- How many servers do you have and are any of them across a WAN?
