[cisco-voip] CCM Service Activation

I have only one server acting as publisher running CCM
4.0.1.

I have restarted the server several times but no help.

Yes, my server communicate with the Service Provider
over the Internet. Before, this problem occurs i was
testing something with my service provider and have
unblock all incoming ports, at that time I found
someone has establish connection with SQL server on
port 1433. Although I block this port at once but
found this problem in a result.
