Is your Unity server running on Windows 2003 also or
just the Terminal-server jumpbox people are using?

Windows 2003 terminal server when people connect in
console mode and/or have the use audio option checked
redirects the servers audio/media to the remote
desktop user. Perhaps that is causing a problem. I
know that is a issue on unity servers on windows 2003
and remote desktop users.

Can you have a user connect to the managment server
with VNC and see if it works better?
