You've also got to enable video capabilities for the phone in CallManager, 
down toward the bottom of the phone cnfiguration page..  If the little video 
icon doesn't appear on the display, it's not video enabled.  I remember the 
setup being a little confusing and not entirely conforming to the 
documentation, but I just followed the directions, ad-libbing where 
required, and it worked OK.
