[cisco-voip] JTAPI Question: Use of Cisco Route Points and CTI Ports

I'm working with JTAPI and CallManager 4.1.
 
I wish to use route points or CTI ports (I really don't care which as long
as it will act like a phone) to programmatically make calls and conference
calls.  I can successfully register a CiscoMediaTerminal but even after it's
registered I always get the message Address is out of service.  So my
question is, how can I put it into service so I can make a call?
 
I've tried the same thing with route points but don't get nearly as far,
since I can't get the CiscoRouteTerminal in order to register it (I use
CiscoProvider.getTerminals to get all the terminals and then loop through
them to find the one I want).
 
I have set up both the CTI port and route point in CallManager, I've
assigned both numbers, and I've made sure my user has access to them both.
