[cisco-voip] New gw missing t1 controller

I think I ran into this last week when I brought up two new 2811s.  Try
the 'card type t1' command then the 'controller t1 ?' command.

We r installing a new gateway. And for somereason the serial show up in
the config. But the t1 interface do not. I ran into this some time ago
and I think we had to addACmd.
