[cisco-voip] cm location

We are having for some issue with not enough bandwidth.  I look at the cm
and we have 2 locataions configured.  But on our phone phones the locations
is set to none.  Now on those two loacation they were config as limit
bandwth on voice and video.   My question is none on the ip phone uses a
default of one the the locations settings.  Just wondering if  this is why
we are having out of bandwidth issues on the phones
